In his letter about planning decisions affecting the borough, Aldo Fortino attacks Harrow Borough Council about overcrowding and in particular, the conversion of office buildings to flats.
Elsewhere in your paper, the leader of Harrow Council complains that Government changes make it possible for developers to do this kind of conversion without planning permission.
Thus Aldo is barking up the wrong tree.
