Vulnerable people are entitled to free blankets, slippers and home insulation as storms batter the borough.
Harrow Borough Council has offered 450 older residents support, either through a phone call with a home visit.
The authority’s winter warmers scheme also gives people the chance to take part in a series of lunch clubs with Age UK.
Minnie Glass, 97, received a free blanket and slippers under the scheme.
Harrow Council cabinet member for health and wellbeing Cllr Simon Williams, who launched the scheme, said: ”The winter weather, including the storms we are seeing at the moment, can make many people feel isolated and lonely.
"It is really important that we can offer some help to those who may be particularly at risk, such as the older vulnerable resident."
