Councillor Susan Hall, portfolio holder for environmental services, said: "This year, I'm cracking down very strongly on flytipping.

"I will working with the enviro-crime teams to make sure all the businesses pay for refuse to be collected."

Harrow Council is sending out letters to more than 1,000 business in the borough, warning them they face £300 on the spot fines and prosecution if their waste is not taken away by a authorised trade waste contractor.

Cllr Hall said: "There appear to be many businesses in Harrow which don't always have duty of care certificates to say they get rid of rubbish through the proper system.

"We are writing to all of the traders reminding them of their duty."
