Traffic got stuck during rush hour after broken bollards blocked buses in the centre of Watford.
Several buses were left waiting in Clarendon Road after automatic bollards leading to Watford High Street became jammed on Monday morning.
Concerns have been raised in the past about the bollards after a series of vehicles were lifted and caught out by the rising bollards.
But the council said tailgating drivers have been at fault for the collisions.
This time buses were halted before they could merge onto the High Street. Local photographer Steven Danzig took the shots as council workers struggled to push the bollards back down to let the buses pass.
The bollards are now working as normal again.
Elected Mayor Peter Taylor said: “Our engineers have been carrying out tests to resolve a technical issue affecting the operation of the Clarendon Road bollards that occurred on Monday.
"We’d like to apologise to all those affected by the delays caused when buses were not able to access the high street.
"We are working hard to resolve the issue as soon as possible. In the meantime the bollards have been temporarily disabled.”
