It is entirely in the Labour tradition that Harrow borough councillor David Perry and his gang have utterly ignored the views of council taxpayers with regard to shutting libraries across the borough and imposing their garden tax.

These come on top of their decision to reappoint, at vast expense, an unnecessary chief executive.

Labour have made no attempt to explain the contradiction between saying that money will be saved by separating food and garden waste and taxing householders who already pay for refuse disposal in their council tax. Furthermore, no mention has been made of how much the administration of this scheme will cost, nor how the refuse collectors will know which households have paid £75 and which have not.

In the March edition of Harrow People, Cllr Perry expresses concern at “persistent fly-tipping”. What does he suppose will happen once he has introduced the garden tax? There can be little doubt that the measure will cause more fly-tipping and thus greater expense in cleaning up, rendering the whole business financially counter-productive.
