While I share readers’ concerns about the possible closure of Harrow Arts Centre and the heritage site because of Government cuts to funding, I fear that protests may be ineffective as Harrow Borough Council has little room to manoeuvre.
If it can be done, a more effective way of saving all services from the cuts would be to raise voluntary subscriptions.
Raising council tax would be simple but would be prevented by the Government, which would also prevent the foundation of a charity for the purpose.
However, I think the possibility of voluntary donations to particular institutions should be explored and this includes organisations helping the needy, which are also under threat.
I calculate that £4 per week from each voter in Harrow would neutralise the Government cuts planned for the next four years.
This is about one tenth of the average wage loss (real-term) through wage freeze relative to inflation.
If the will and energy of protesters is channelled into this endeavour it may succeed.
