Residents oppose 'piecemeal' CPZ proposal


ANGRY residents are fighting Harrow Council's proposals for parking restrictions in West Harrow.

West Harrow Residents' Group is opposed to a controlled parking zone (CPZ) in roads surrounding West Harrow Tube station.

Chairman Barry Jackson said: “The council asked nine years ago whether people in the area wanted it, and got a resounding 'no'.

“Now it is going street by street and putting its proposals through by stealth.

“There is no question there are significant problems in some parts of West Harrow, but our concern is this solution could exacerbate the problem instead of solving it.”

The proposals, which went before the Traffic and Road Safety Advisory Panel last night, included portions of roads having restrictions and others parts remaining as they are.

The scheme has been drawn up to try to address congested roads that are impassable at times, and the council says it is responding to a large number of residents who wanted a CPZ, including those who handed the council a 115-name petition in November 2007 demanding action.

Councillor Susan Hall, who is in charge of parking, said: “There are people who have petitioned for it, and people who are against it.

“CPZs and traffic problems cause divisions within communities all the time, it's how it is.

“We have looked at the results of the consultation, and are hoping the amended proposal put forward works.”

Rabia Rasheed, 35, of Marshall Close and a member of the residents' group, claimed the piecemeal introduction of a CPZ would cause bitter divisions among neighbours, and force residents to apply for the CPZ to be expanded.

She said: “It is going to have a knock-on effect, and I think the council is deliberately doing it.”

Just 37 per cent of residents responded to the questions about a CPZ in West Harrow, when it carried out a consultation that ended in May.

The residents' group raised a 300-signature petition against the scheme and won support from Gareth Thomas, MP for Harrow West.

Mr Thomas said: “By seeking to impose a one-size-fits-all solution, it could make parking problems worse. The vast majority are concerned it will exacerbate problems in the area rather than solve it.”

But Cllr Hall insisted every effort had been made to consult residents and said if people had replied to the consultation document, there would not be a problem.

The roads in the vicinity of the station are often impassable at times. However it is extremely easy to get the support of gareth if its something against the council. This socialist warrior (with a central london tax-payer funded apartment) is as subtle as a pregnant camel. The council should re-visit the plans just to shut gareth up and ensure that all residents are comfortable with the proposals. However I doubt that it will be possible to please everyone.
BTW – how come we can’t see any expenses for gareth thomas on the UK parliament website? Still busy censoring them are you gareth?

As a West Harrow resident I have found this whole process quite obtuse. What is upsetting most people is the way that the process is structured. You have a choice:
1. Yes I want a CPZ
2. No I don't want a CPZ But..Yes I want a CPZ if 'roads near me' get it
3. No I do not want it

Now - most roads said 'No' to 1, but fear led to saying 'Yes' to 2. Otherwise, the fear says, people next door will not pay for their car but park in your road instead...

So most people don't want it, but if 1 road gets it, it spreads alike a cancer through the area using the Point 2 responses.

So - most people do not get what they actually want, but what they think would be needed if the plans go in next door. - Fear

The result: Unhappy people.

Only people immediately next to the station or Harrow Central wanted this but the actual CPZ spans a massive area.

The cost? approx £45 for the fist car, £55 for the second and so on upwards. Allegedly this is not money to the Council as such, but 'Admin costs. I'd love to know how it can cost so much to issue a permit to a single car - what's it printed on? Gold leaf?? There must be some serious, heavy inefficiencies in the Council.....or it's subsidising something else, which is the assumption with local residents if not actual fact.

West Harrow is an anomaly that it has no CPZ. CPZ exists in all places in Harrow close to the main station/centre APART from here. Residents on the town end of the roads and close to West Harrow station voted by majority for CPZ. They have suffered for years with commuters and shoppers taking up their road parking in large numbers. It is in these locations that the council has made the proposal.

how short sighted some people are. ask anyone who lives in a CPZ area how their lives are governed by it. ie. they pay but they are not gauranteed a parking space. each year the price you pay will increase. at the moment £50 for your 1st car £80 for the second and £120 for the 3rd. This is what residents in Elmgrove road in Harrow pay.on top of that £15 for a book of 30 permits, each permit lasts for 2 hours...these you will use for your friends and family to park thats if they can find a space, if you have work being carried out on your home you will pay for the workmen to park via the permits. Ask yourself why do we have to have a cpz paying scheme.Ask the council why other non payment schemes have not been on offer or discussed if as they say this is not a money making operation. Ask your self how this council can justify its undemocratic manipulation of figures to impose the will of the minority on the majority who do not want a CPZ scheme in their road. Ask Susan Hall the portpholio holder for this scheme and others in west harrow why she lied to us at the residents meeting on May 13th 09 at St peters church when she said three times
that if you dont want a CPZ in your road you wont have to have it..Almost 1000 votes were collected against the CPZ for west harrow. the council submitted 115 for it.
Dont we pay enough in council tax, petrol tax, road tax.Have all those who voted for the scheme won the lottery? Spare a thought for the rest of us on low incomes or are out of work in these difficult times. The CPZ scheme is a licence to rob. and as for the expenses of MP,S that Richard mentioned, which is not really the issue here, but he seems to have been side tracked, would he like also to know what our councillors whos wages we all pay, claim in expenses!!...I know I would...
where has our democracy gone?...come on west harrow...show em what your made of dont sit back and take this otherwise its only a matter of time before they bulldoze other unwanted schemes through our nieghbourhood like the leasing off of part of our park to a private developer!!
and watch out for your allotments they could be next to go.

Susan Hall did not lie in the meeting; in the new proposed CPZ there is a MAJORITY of people who voted Yes in the official consultation (to which everyone was entitled to respond, by the way).

Harrowing??

Just because the council have forced the CPZ in other parts of the borough
doesn’t mean we have to have it

If you took the time to look at the official report by the Harrow Council Engineers who came up with the plans, you would see this statement on page 8 …
Item 2.30
Overall, there is significant majority either against or wanting modifications to the
double yellow line proposals. Also when considering the results from the whole
consultation area there is a very clear majority against creating a new CPZ
there words not mine
on page 7 it shows the numbers for a CPZ 221 ….. Against a CPZ ….408

in democratic terms that is nearly 2 to 1 against there was also a petition signed by over 900 people from west harrow this was also totally ignored by the councillors at the council meeting on the 17th June 2009. We also showed that the figures put forward by the report were flawed some answers missing some added, in some cases as many as 5, which makes a big difference with such a low response to the questionnaires
