On the spot fines will be issued to anyone spotted spitting or littering.
Harrow Council has introduced the tough £75 on the spot fines for anyone caught spitting or littering in the borough following a 3,000 signature petition called for the ban last year.
Members of staff at the council are in the process of receiving training on legislation and evidence collection required to issue the fines.
Councillor Varsha Parmar, responsible for the environment, said: “These fixed penalty notices will prove an effective way of deterring the small minority of people who spit or litter across the borough.
“This filthy habit is something that many of our residents hate. Not only does is pose health risks, but makes the area an unpleasant and dirty place to live and work.
“This is about making offenders think again about their behaviour and persuade them to dispose of litter properly.
“We hope that we don’t have to issue many fines. However for those who persist on fouling our streets, we will take the necessary actions needed to punish them.”
