Councillors will review the decision to reinstate the chief executive of Harrow Borough Council.

The Harrow Conservative group has called in the decision to bring back the role made by the council's cabinet last week .

The decision will be examined by the call-in sub-committee on Thursday, October 2, at 5:30pm, at the Civic Centre, in Station Road.

Last week the cabinet agreed to bring back the role following a consultation held earlier this year of 5,000 people including council staff, councillors and union members.

A total of 384 people responded, with two thirds of them saying they were in favour of bring back the most senior officer at the council.

The Conservative group says the Labour administration carried out inadequate consultation with stakeholders prior to the decision.

They say “the consultation exercise was extremely limited in scope” as it only presented two options of either bring back the chief executive or not.

They also argue there was lack of evidence to base the decision and insufficient consideration of legal and financial advice.

Also say the decision does not fit into the council’s policy framework and cost too much.

The position of chief executive was scrapped by the then Conservative administration in November last year.

The action was taken as a cost cutting measure, with the Tory group saying it cutting the role would save £1million over four years.

At the meeting next week a member of the council cabinet will be at the meeting to discuss the considerations behind the decision.

The sub-committee will either decide the challenge can go no further, or refer the decision back to the cabinet or full council for reconsideration.

Since the chief executive was scrapped last year the council has been led by the corporate director of community health and wellbeing who was appointed interim head of paid service.
