Council one of the worst in London

HARROW Council is one of the worst in London according to an Audit Commission report published today.

The commission's annual Comprehensive Performance Assessment has awarded the council two out of a possible five stars.

The report highlights the council's slow rate of service improvement, particularly in adult social care and street cleaning.

It also criticises the authority's management of council housing and low public satisfaction with recycling services.

However the council is praised for its delivery of housing benefits and improvements to its services for children and young people.

The rating of two stars, is one of the lowest in London and places the council the bottom 25 per cent of authorities the country.

While three quarters of councils in England and Wales are improving well or strongly, Harrow has dropped down the scale, from improving well in 2005, to improving adequately in 2007.

Councillor Chris Mote, leader of the council, blamed the low rating on "significant financial challenges", but promised to listen to what people want.

He said: "We know that we have a long way to go but there are strong signs of real improvement."

Michael O'Higgins, chairman of the Audit Commission, offered the council advice how it can emulate Hackney Council, which has bounced from one to three stars during the year.

He said: "Where there are challenges, we know the characteristics they need to copy from the highest performers, strong leadership, a skilled management team willing to take tough decisions and an ongoing focus on poorly performing services."

They needed to do a survey to find that out. What a waste of money they could have used that money elsewhere, paying the council managers some more money that would boost the rating!!!

Perhaps they need more managers, to decide what to do.

Lets hope the councillors actually do something, rather than moan we need more money need more money. Learn from Hackney.

Perhaps better contractors would mean less waste of money.

example of Kier and J&B have been in the press, doing incomplete work and still getting payment.

But Hackney gets all the funding it could want because it's perceived as a deprived area. Because Harrow is perceived as well off it doesn't get any extra money.

Still doesn't excuse Harrow Council putting up their Council Tax, cutting back every service it has and STILL complaining that they haven't the money to do anything.

Total agreement with Bob. Its never content whens the last time council tax was reduced or even left at the same level.

Interesting that it's only since the miserable, mean-minded Tories took power in May 2006 that the council's performance has declined so dramatically. Before May 2006, we had a high-performing, highly-regarded Labour authority. Our borough was well run, well-respected and people were proud to live here. Now, the place is a shambles. Services have been trashed and Harrow is a dump. Mr Mote can bleat on about "significant financial challenges" all he wants. But he is the one who has overseen this steep descent into mediocrity. I think it's time that the people who voted in this bunch of self-serving incompetents owned up. For heaven's sake, the Tories are so useless that they even get their own cars clamped for non-payment of car tax. They're not fit to run their own household budget, let alone manage one of the biggest councils in London.

Its all well and good finding faults, but will anything be done about it?

We know there is lack of funding, but its the same with other neighbouring councils Brent, Hounslow they have similar taxes they are not on the verge of bankruptcy.

It shows how effective the management is, totally useless, wasting resources where its not needed.
