Harrow Council’s strategic performance was “a mixed picture” at the end of 2017/18, according to a cabinet report.

Cllr Adam Swersky, responsible for finance at the council, said there were some challenging aspects, but he praised the success of various projects.

He noted that the rise in crime in the borough was a serious issue which must be dealt with.

While he pointed to further police cuts, said the council must work with the Met to ensure the safety of those living and working in Harrow.

He also mentioned the collapse of Carillion, which was responsible for the borough’s libraries, and confirmed that the council would continue to provide an in-house service.

And, he explained, for every struggle, there was a positive story.

These included the return of Pinner Wood School to its original site, the assumption of Sancroft Care Home and the £1 million funding from the Greater London Authority.

Cllr Graham Henson, leader of Harrow Council, said there was a lot to be positive about and paid tribute to those who have made these projects a reality.

He said: “Despite significant budget cuts across the board, Harrow is showing the way on how to do things differently.

“They were not easy projects and they required a lot of work but they are well worthwhile.”
