What are kiosks selling so-called “e-cigarettes” (banned in public places) doing in St Ann’s and St George’s shopping centres?
Surely these are no smoking and public areas.
Cigarettes are kept behind secure counters in the shops and away from children, so is Harrow Borough Council encouraging a message that it’s all right to smoke in public places?
