Marlborough Hill Primary School plans to rebuild school from scratch

Proposals to demolish and completely rebuild a primary school are to be debated this evening.
Harrow Borough Council's planning committee is due to decide on plans for Marlborough Hill Primary School to build a two and three-storey building over a series of phases.
The school also wants to increase the number of entrances from two to three by building another one from Badminton Close.
Of the 308 letters sent byHarrow Borough Council to residents during the consultation only one replied.
The complainant was concerned about the adverse impact the new entrance would have on Badminton Close as a result of parents bringing and collecting their children.
There are also concerns about refuse collection vehicles not being able to access the road.
Harrow Borough Council's planning committee meeting will meet at 6.30pm at Harrow Civic Centre.

Surely you mean:
"Of the 308 letters sent BY Harrow Council TO residents during the consultation only one replied."
Otherwise your story makes even less sense. Please correct. Or are you set on bashing Harrow council even when they've done nothing wrong?
